When I visit my blog, I'm not signed in.  I click the top-right "Sign
In" link, and go to my dashboard.  Now I'm logged in and can make new
posts and whatnot.

But wait, if I click "View Blog".... I'm not signed in?  I see my
blog, but I don't have admin controls (can't edit posts from here,
can't make new posts, etc).

This is a fairly recent development.  It is 100% reproducible.

I'd bet that you created a second account, without realising it.
